Two men charged after seizure of over  million worth cocaine in Revere

Two Massachusetts residents, Noel Betances of Chelsea and Reylin Segura of Boston, have been arrested following the seizure of approximately 73 kilograms of cocaine in Revere. The estimated value of the seized drugs is over $1 million.

Both men face charges of conspiracy to distribute and possess with intent to distribute controlled substances. Their initial court appearances took place in federal court in Boston.

According to information from court documents, law enforcement began investigating packages sent from Puerto Rico to Massachusetts in 2023 that were suspected to contain narcotics. Betances was identified as the person allegedly collecting these packages and transporting them to various locations around Chelsea, Revere, and Boston, including a residence at 16 Rand Street in Revere.

On August 12, 2025, authorities observed Betances leaving the Rand Street address with a box that he reportedly gave to Segura in exchange for a plastic bag. The box was later found to contain four kilograms of cocaine and a bag with bundled cash. A subsequent search at the same address resulted in the discovery of an additional 69 kilograms of cocaine and hundreds of thousands of dollars in cash.

The charge carries a potential sentence of up to 20 years in prison, at least three years of supervised release, up to life imprisonment, and a fine up to $1 million. Sentencing decisions are made by a federal district court judge according to U.S. Sentencing Guidelines and relevant statutes.

Valuable assistance was provided by the Revere Police Department, Boston Police Department and the Worcester Police Department. Assistant U.S. Attorney Samuel R. Feldman of the Narcotics & Money Laundering Unit is prosecuting the case.”

This investigation is part of Operation Take Back America—a national initiative using resources from agencies such as Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN)—which aims to combat illegal immigration and dismantle cartels and transnational criminal organizations.

Authorities remind that “the details contained in the charging document are allegations. The defendants are presumed to be innocent unless and until proven guilty beyond a reasonable doubt in the court of law.”
