A Boston resident has been indicted by a federal grand jury on charges related to child sexual abuse material. Cess Frazier, 32, faces one count of receipt and one count of possession of child pornography. The indictment follows his arrest on April 29, 2025. After a detention hearing, Frazier was released under certain conditions and is scheduled for arraignment in federal court in Boston at a future date.

The charging documents allege that between February 20 and April 29, 2025, Frazier knowingly received and possessed files depicting child sexual abuse material via Telegram from unknown users. The material allegedly involved minors aged approximately three to ten years old.

The charge for receiving child pornography carries a potential sentence ranging from five to twenty years in prison, alongside supervised release spanning from five years to life and fines up to $250,000. Similarly, the possession charge could result in up to twenty years of imprisonment with similar terms for supervised release and fines. Sentencing will be determined by a federal district court judge based on U.S. Sentencing Guidelines and relevant statutes.

The announcement was made by United States Attorney Leah B. Foley and Kimberly Milka, Acting Special Agent in Charge of the FBI’s Boston Division. The Boston Police Department provided significant assistance in the investigation. Assistant U.S. Attorney Allegra Flamm from the Major Crimes Unit is handling the prosecution.

It is important to note that the details outlined in the charging documents are allegations at this stage. Cess Frazier remains presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
